There is poverty across the world which includes starvation or homelessness, but there is also poverty related to the average wealth in your country or poverty related to the wealth of other countries as in poor countries, but you are not starving and you have good chances to live under a roof.
Certainly there are tons of people who are considered poor but have an apartment and play a lot of computer games with an old rig, because they have a lot of time, but not a lot of opportunity to do sth else fullfilling...Not everybody lives in the USA where you seemingly have either 2-3 jobs or you are risking to become homeless, if you don't belong to at least the comfy middle class...

Even the "poor" Andy with minimum wage and without 3 jobs is able to save up for a decent setup to run pretty much most games smoothly these days within less than a few months. Computer parts are pretty affordable these days especially if you look at things of the last gen. But my guess is that you look at the latest high end stuff and be like "Holly shit that's expensive and mandatory" cause you lack the knowledge of computer stuff.

Lot's of products improved over the past years and lowered the prices heavily. Nvidia isn't the only company with good gpus anymore and amd also placed some fire on Intel with pretty powerful and cheap cpus.
A normal SSD went down in price since the existence of m.2 ssds and even DDR4 32gb ram costs barely anything ever since the existence of DDR5

You can buy sth like RTX 3060 gpu or an Amd equivalent and a 5600x cpu from minimum wage in a lot of countries, sure(if u don't have children that is^^).
Almost every game will run smoothly. Not sure if that will include poe in it's current state, but these parts don't cost a fortune and they are enough as of now.
