It's the result of massive power creep over the years and a new director trying to reign in it. The problem lies in the overuse of damage reductions and it feels really shitty to fight a monster for a long time whereas the rest of the map is a breeze.

I don't know how they tackle it from here, but it feels wrong at the moment, we're in an Archnem situation again.

Perhaps this sort of balancing is left to PoE2, and it seems that's where they're going with PoE2. So, it should be left out of PoE1 and just restrained a in lower manner to avoid complete game break.

With great power comes great responsibility.

PoE has never been a handholding game.
You have great power (=freedom) in what you do. This leads, on the one hand, to ridiculous builds that can defeat every game content in a matter of seconds.
On the other hand, it can lead to RNG hitting hard when the right mods are combined on monsters, because they can become the equivalent to a ridiculous build.

You have the power to influence that RNG a little - for example by choosing which expedition things you blow up, how many mods you put on a map and so on.
This will still lead to some combinations that are hard/ impossible to do even if you take care.
But as others have pointed out, what you did was just inviting disaster.
Now, should it be possible that a rare is stronger than the strongest bosses... that depends.
Should a random (or crafted) rare item be able to be better than a unique item? It's the same thing.
Bosses are designed with a clear plan - rares are random; but when the stars align, you get a godly rare item... or a godlike rare monster.

So here's what I've noticed. The last few leagues, with all the nerfs, have come in this form.

Moving player power towards: additive increases and multiplicative decreases (the less power of all options).

Moving enemy power towards: multiplicative increases and additive decreases (the most powerful of all options)

Here's how. We get 50% increased damage. Enemy gets 50% reduced taken. Overall, we're doing 75% of our normal damage (1.50/0.5).

Now, Enemy gets 50% more damage. We get 50% decreased taken.
Still the same, enemy does 75% of normal damage (1.50/0.5).

Now we get 50% increased damage TWICE (stacking begins). Enemy gets 50% reduced taken TWICE.

We do double damage, enemy has 100% (or whatever max is, 95% maybe?) damage reduction, so we do 10% of our normal damage.

Now, enemy gets 50% more damage TWICE (2.25x), and we get 50% less damage taken TWICE
Enemy does double damage, we reduce 75% of the damage (0.5 * 0.5, we take 0.25 of the damage), and take 56.25% of normal.

TWO stacks in and we're taking over 5x the damage of an enemy mob. Add that to the fact that enemy scalars (charges being like triple power or whatever) are insane, and having a DOZEN buffs on an enemy isn't even unheard of...

TL;DR - Enemies hit harder, our defenses do less, we hit weaker, enemy defenses do more than they used to.
