I'm a simple man.

After the removal of the increased CDR from the corresponding helmet enchantment, I was expecting we'd get a transfigured Vengeance along the same lines of the old Anomalous version (i.e. quality increases CDR instead of the chance to trigger)...

...maybe in another batch or next time?
