WeW Phantasmal Lightning Tendrils got butchered, now it really only for maybe Ignite build, that i strongly doubt even.
Got tripple nerfed:
Added effectivness
Pulse "Frequency" (not to mention it resets every time you do any action).
Base Damage. (56% Less, it's impressive in a bad way)

Buff:
2.5 times More multi, (70% increase)
+ 40% multi.

At this point using base gem will get roughly even or better results than this new Lightning Tendrils of Eccentricy.
I am excited but My brain hurts there is soo much new shit. Game is so bloated, poor new players gonna be even more confused.
