Basically in 3.22 we had
X amount of skills+ 2*X amount of mildly tweaked versions of these skills (alter quality) in 3.23 : same X amount of skills + 2*X amount of new skills! (Transfigured) | |

Transfigure Cyclone of Tumult doesnt seem to have the movement speed bonus from the quality, am i missing something?

I tried Blade blast with Blade vortex before and this was pretty weak but now I
