Ralakesh's Impatience is it a big buff or a big nerf?

So, new ralekesh makes you count as full
Eternal apple should proc a warcry.

Then you lose all end charges

But you still count as full

So it should proc the warcry again on the .25 cd.

Maybe has some use, but is a bait. But I think their is like a 70% chance nothing works with the new ralakesh.

Edit: They put out a FAQ. That was fast! You get all the buffs from the charges. The boots are still incredible. Power+frenzy Badge of the Brotherhood with Inner Conviction and no need to use lab jewels.

For most purposes, it's the same as actually having maximum charges. You'll gain the inherent stats granted by charges, anything that gives you stats per charge will behave as if you had maximum charges, and so forth. This just removes the abuse cases involving unequipping the boots and then spending the charges (though the bonuses are also no longer tied to being stationary).

Unfortunately, there's collateral damage with this change that breaks one of my favorite combos: Ralakesh's Impatience + Arn's Anguish.

The new Ralakesh's would appear to kill the interaction between the two. Prior to 3.23, because Ralakesh's set your minimum endurance charges to your maximum, it would therefore set your minimum brutal charges to your maximum instead due to Arn's modifiers. However treating your endurance charges as at maximum won't interact in any way with Arn's brutal charge stuff.

Kinda a shame. I suppose a potential upside now would be if i did still use that pair of uniques, i could actually have the effects of endurance charges on me despite having Arn's equipped, and then i could still generate brutal charges 'manually' one way or another. In that case getting +1 endurance charge stuff would serve double duty for me, giving me the bonuses of an extra endurance charge AND an extra brutal charge that i can use simultaneously.
From what I understand previously

What this means to me is that the charges can not be spent, as you are unable to consume or remove the charges. As such for example you would not be able to use Discharge infinitely and gain increased damage for each charge removed, as they are not removed at all.

However there are some unique interactions that can be used with these boots.

- Nebuloch for armor stacking ?

- Restless Ward / replica for permanent life regen and increased movement speed?

- Wyrmsign for permanent rampage and reduced mana costs

- Daresso's Defiance for permanent onslaught with 100% increased buff effect


However I think the more interesting thing is the use for alternate charges in PoE which you would then have permanently for the max amount.

- Brutal Charges from Arn's Anguish which gives chance to deal triple damage and increases your stun threshold.

- Absorption Charges from Graven's Secret which converts elemental damage taken into energy shield (8 power charges would convert 96% of elemental damage taken into energy shield)

- Affliction Charges from Olesya's Delight which gives 8% increased damage with damaging ailments, and 8% increased effect of non damaging ailments per charge (like scorched, brittle, and sapped)


As for skills

- Power Siphon would get a permanent increase to crit chance and crit damage

- Tectonic Slam can get a permanent increase to fissure chance and area of effect
