As long they fix the disaster of the recent patch, the game is great.
PoE 2 being another game is great. I can do 1 build in each.
I think next year, we probably getting crucible on core. Will be nice too. I had fun in the farm

I don't think anyone can name a nerf to players that would affect the top 1% more than the rest.
The way builds are constructed in this game the top builds overkill things by so much that any change you make to cut their damage by 50% does roughly the same to everyone else. A 50m damage build can afford to get cut by 50%. A 500k build faces real impact from that.
The only thing I can think of is removing expensive toys that only the top 1% access. Delete Mageblood, good unique jewels, basically all good drops from ubers, awakened gems, etc etc. Sure that would impact the top more than the bottom. But I'll leave it to your imagination to picture the player reaction to that.

We have absolute caps on resistances and block, for example; why not absolute caps on attack and cast speed, or damage? ='[.]'=

Caps aren't even necessary, just turn the current exponential function for damage scaling into a linear one and you are set. If the low end suffers too much in the process just buff it. With the exponential element gone you no longer have the issue that every 1% extra power on the low end turns into 100% extra power on the high end so you can actually bring both ends closer together and balancing content becomes possible because the damage differences aren't in the millions and billions anymore.

You can't really believe this :p you are basically saying there aren't any ways to target the top slice of players.
They are glaringly easy to spot, use very similar mechanics and have access to a host of resources a majority of the rest of the playerbase doesn't. I can think of absolutely loads of viable nerfs without any real effort and I bet you can too.
