Default Taunt debuff doesn't seem to apply 'less damage to anyone else', it seems to apply 'more'

Could someone check if the basic taunt debuff accidentally applies 10% more damage to 'anyone else', rather than 10% less? I'm finding strange numbers.

Testing setup: exile with no armour or ES (Gluttony belt), no additional physical damage reduction, no physical damage taken as elemental, no modifiers to damage taken, no extra damage from crits (Brass Dome), and Dissolution of the Flesh to view damage on reservation.

- Test one, damage without taunt:

Isolate a Timeless Hunter (skeleton archer) in The Ridge (level 46 area). Get damaged by its basic arrow attack 70 times. A total of 9933 damage is taken, ranging from 112 to 166 per hit, with an average of 141.9.

- Test two, damage with taunt from a Decoy Totem:

Summon a Decoy totem, then intercept the arrow fired at the totem after the Timeless Hunter is visibly taunted. Get damaged 70 times again. A total of 10720 damage is taken, ranging from 116 to 185 per hit, with an average of 153.1.

Results: Adding the Decoy Totem appears to make the enemy deal ~8% more damage to the exile. Over 70 hits, this seems statistically improbable.

Notably, test two exceeds the datamined damage range of a level 46 Timeless Hunter, 113-170 per poedb.

Tangentially related, the Champion's Conqueror passive (Enemies Taunted by you deal 20% less Damage with Hits and Ailments against other targets) appears to work correctly. With it added to the Decoy Totem test described above, 35 arrows apply a total of 4336 damage, ranging from 99 to 148 per hit, with an average of 123.9. This is still more damage than expected if Taunt correctly applied its default 10% less, or even nothing.

Just to confirm this isn't limited to Decoy Totem, retested with a Volcanic Fissure Earthbreaker totem (and 100% taunt chance from Ascendant-champion).

Without taunt:
n=70
sum=9899
average=141.4
range 113~168

With taunt:
n=102
sum=15873
average=155.6
range 123~185

Looks like 10% more damage taken.

Fixed a bug where taunted Enemies were not receiving the 10% less damage penalty when dealing damage to a target other than the one that taunted them.
