Phase Run also grants its damage bonus during the primary duration

Testing setup: attack with a melee duration skill, observe damage dealt (optionally through shock effect). Then do the same thing, but activate Phase Run after attacking. Phase Run, in its primary duration, will immediately raise the damage of the ongoing skill effect. Static Strike demonstration (youtube). Starforge is used to shock with pure physical damage.
