Tooltip DPS , Critical Strikes and Accuracy

the query is if mobs have this second RNG roll based on their evasion

They do. Crit Confirm is a part of Evasion itself, and monsters use the same Evasion players do.

I can't see how this would affect the DPS though.

Er, because it reduces the amount of Crits you actually land, which has a massive impact on DPS for high-Crit characters? :/
After making my own dps calculations i came to the same conclusion OP did. Current tooltip dps does not account for second evasion roll. This has nothing to do with how accurate game calculate your hit chance. i calculate my dps using hit chance that is shown in my char details, the 'average hit chance', but my dps calculations equal toltip dps only if i completley ignore second evasion roll agains crits in them.

You run into the issue of the "average hit chance" being inaccurate compared to the monsters you'll actually face, especially at high level. If you level up, you may notice your hit chance goes down, but that's because the game presupposes that the monster you're facing is going to level up too. That's a decent assumption up to level 70 or so. But once you're in the high 80s or 90s, your hit chance on the character screen will still go down, even though there's no monsters near that level in the game.

You answering to a wrong question here mate. I know all about inacurate hit calculation. I'm saying that AFTER the game determined your hit it then uses this number in INCORRECT FORMULA to calculate dps. If by any magical means my hit will always be shown correctly for the monster i'm currently hitting this incorect formula will stil calculate wrong dps.

No, I understand what you're saying. I'm saying that you can't even accurately make your own calculations for the initial hit chance in the first place, much less the second roll for crit.

However, once you get to a certain level, the inaccurate hit chance calculation starts working against you, and the tooltip DPS will start skewing lower than it should be. In the end, that starts to cancel out against the fact that tooltip DPS for accurately measured hit chance would be higher than it should be considering it doesn't factor in the second crit roll.

And still i must insist that you don't. I'm taliking about a bug that shows my dps 25% HIGHER that it should be. Higher not lower. Granted it does get lower a bit every level because my hit chance _estimate_ goes down. but on 76 level it still shows 25% HIGHER. You are talking about how inacurate hit chance in character panel is. I am talking about that this hit chance is only used in calculations once not twice. so even if they change how this hit chance shows, and it will became accurate (thus fixin a problenm in your eyes) i will stil say that there is ONE MORE dps calculation problem and that is using this number only once in the formula instead of twice.
You talk about how hit estimate is wrongly calculated, i'm talking about how hit estimate is wrongly used AFTER it is calculated. So essentially i'm talikng about a second mistake with dps calculation )

For the last time, I'm aware of how the DPS tooltip does not show the second calculation. I said this from my very first post, and repeated it from the very post you quoted. This will show your DPS being higher than it is.

I'm also saying that once you get to a certain level, your hit chance will scale down even though it has no reason to (there are no level 90 monsters in this game). This will mean your tooltip DPS is lower than it should be. Once you get to a certain level (say high 80s), this discrepancy starts to even out so that tooltip DPS is actually a decent approximation of the damage you're dealing to actual mobs.
