You're right. Just tried it out and it definitely procs. So, does this mean that the one that has Culling Strike could save us a slot?

Is there something else than Culling Strike that's worth it, since we don't scale attack damage? Most of the things I've seen would be useless with CwC Cyclone.

Won't work. I'm pretty sure it would be giving cold pen to Cyclone damage only and item rarity to mobs killed by Cyclone, which never happens.

We need a gearing guide for 3.23.
Body: "45+ Int, 300+ ES and 1200+ Evasion".
So, it has to be Int-Dex body armour.

On the other hand, it has to be colored as follows:
2 red, 4 blue and 0 (zero) green sockets.

It is very hard to color an (at least partly) dexterity based chest to have zero green sockets. Even harder to color a strength-NOTbased chest to have 2 red sockets. It is too costly. It is a chromatic-orb hog (sinker).

Original post : Buy a fractured, five-links, six-socket armour with the right colors and craft from there. It's going to be much, much easier. Trying to color afterwards costs an average of 2000 Chromatics. You can also just buy a well-rolled armour with the right sockets and craft %attributes.
