I stronglly disagere with these ideas. We need more ´'weihgt' platyer decicions,not cazualizating profesionaly related mecanic.

Reduce the amount of loot in the game but make it matter more.
We don't really need 5000 rare items dropping in every map if they're never picked up.

Currently POE has the same problem as Diablo 2 does. High-level items can spawn with any modifiers and low-level modifiers such as +3 to life or +1 to strength aren't excluded from the pool by ilvl. Even though even Diablo 2 had such option, you could limit the affix to only spawn on ilvl X items and not above (but Blizzard almost never used this utility).

I'd apply this rule to items dropped on the ground only. If you are in ilvl 83 map you really should not be seeing modifiers below ilvl 60. You might get lucky and drop an item with four T1 mods (right now this is nearly impossible). Crafting should remain the same, as there are many deterministic methods to force the mods you want, but I would love to get an upgrade from a rare item that just drops. This NEVER happens nowadays, not even on league start or SSF. Rog-crafting produces items that are moderate-good tier, but they're still SO much better than anything that drops from monsters.
