Challenge Trophies (and similar effects) cause pulsating CPU spikes

Have you run any sort of Process explorer? EG: https://docs.microsoft.com/en-us/sysinternals/downloads/process-explorer That should give you a much better indicator of what is/isn't running and usage stats etc. Give it a whirl and see if it helps maybe narrow something down? Passing thought. Yeah, Defender doesn't like to be blown up and stopped. Glad you got it turned off though. Wish I could help more SirGuy, this one is really freaking annoying me... "haha, sorry about that! I do appreciate the brainstorming. Thank you. :) I do use Process Explorer but since this all happens while the computer is basically otherwise idle ( < 20% CPU usage in that last vid *with* a bunch of other things running, around 3 to 6% CPU usage with just PoE running) I'm at a loss to figure out where slowdowns are coming from. It's not like a process is suddenly using 90%+ CPU or something. This happens when there is plenty of CPU power to go around. Unfortunately the input lag hasn't gone away completely and is sometimes so bad that flame dash will activate after a delay then activate twice despite me just tapping the button.
