Creeping Frost's Chilled Ground does not Work with Secrets of Suffering
Secrets of Suffering (SOS) stops YOU from applying Chill. This means things like Skitterbots still work.
However some of the definition of "is this you or somebody else" is pretty generous. Almost all sources of Chilled Ground still work/chill enemies even when you have SOS Testing with by equipping and unequipping an Alternating Sceptre (Which grants SOS) * Chilled Ground from Vortex WORKS * ***Chilled Ground form Creeping Frost DOES NOT WORK*** * Chilled Ground from Cold Snap WORKS * Frostblink WORK * Aquamarine Flask WORKS * Arctic Armor WORKS * Skitterbots WORKS Note that you could argue Creeping Frost makes Chilling Area instead of Chilling Ground. The official wording of the effect is "chilling area" not chilled/chilling ground according to gem text

I couldn't get a definitive answer from GGG staff last time I raised this several months ago.
Generally a chilling area, including chilled ground, is separate from the skill it comes from, and is not affected by the restriction of Elemental Focus. You can figure this this out from Bonechill stats explaination here. It has two lines for two different conditions. The tentative conclusion I made when researched the case two leagues ago is some skills though create chilling areas which are integral to the skill and thus affected by such restrictions (like Secrets of Suffering, Galesight). E.g. Frost Shield basicaly creates a ground effect, that chill enemies and apply stuff on you. And Elemental Focus naturally turns off the chill part of the skill. The chilling area from Creeping Frost looks similar to Vortex/Cold Snap areas at glance. But I suspect it's also coded differently, since it can independently move by itself, which is not typically for ground effects. So maybe this chilling area is also a part of Creeping Frost skill. At least this is the only explaination I can give in case the interaction is intended. I'd be glad to get a clarification from GGG on this.
