The tailfeathers have me wondering... are you trying to make a feather costume or a imperial cloak with decorative wings.
You get SO close with your assets, and then the last third of your details you just brain fart and for some reason deviate from the red thread that is your thematic designs... Ok yeah I hate wings but this is one of those that's actually really good, and a great distinction in animation between standing/resting state and moving.
