Bug with Stacks of Legion Splinters in New Vastir
In 3.15 it was changed such that some enemies in Legion Encounters (namely the generals and war hoards) drop their Splinters in larger stacks. This is currently bugged with the "Emblematic" Notable in the New Vastir Skill Tree.
If a boss would drop 8 Splinters and one of them is converted to an Emblem through the notable only a single Emblem and no Splinters are dropped. Either all 8 Splinters should get converted at once, if the 1% is calculated for the entire stack (which I suspect it is based on experience, but this is all probability so who knows) or a single Splinter should be converted and one Emblem and 7 Splinters should drop. From my experience, a stack has 1% of being converted into an Emblem, but then only 1 Emblem drops instead of 8, but this is just what it "felt" like. What is indisputable is that the boss or war hoard should always drop a stack of Splinters but they don't if Emblematic procs on them. Last bumped on Aug 20, 2021, 3:27:39 PM

Apologies for the double post, but I'm relatively sure I've confirmed how this works now.
Whenever a boss (or chest) drops a stack of Legion Splinters, this stack is seen as a single Splinter regarding the "Emblematic" notable passive. It means that one stack as a whole has the 1% chance to be upgraded. When this upgrade happens, the entire stack is upgraded into a single Emblem instead of a stack of Emblems. The game does not roll the 1% for each of the Splinters in the stack. This should be easily testable internally by creating an item with 100% chance for Splinters to drop as Emblems instead and then testing it quickly with a stack of Splinters. This can in no way be intended, it is not at all clear from the description of the Atlas passive and just not intuitive as a whole. |
