Hi, would you recommend this build for 3.15?

I've got an alternative tectonic slam build here, but I don't know if it actually performs well. Its just a pob.

Yes it's still viable with chieftain
Just as a warning, Second Wind doesn't provide cooldown recovery anymore, so you must invest a bit more to ensure a 100% buff uptime from Enduring Cry, as Efficacy isn't as much efficient as Second Wind was. Pure theorycrafting here, but I think the easiest way is to spend some points into the Natural Authority nodes, and respec them as your gear and gems reach endgame level.

As OP pointed out, Chieftain should be superior to Juggernaut, especially since Valako notable alone offers charge sustain, life regen, +1 charge and comboes with Tectonic Slam for more damage. Tamako, Ngamahu, Tawhoa are all good picks, and if you slot in an Ancestral Totem, Arohongui is a decent option for more damage instead of survivability. The main drawback is losing 10% physical reduction and 40% chaos resistance from Unrelenting, but gear can compensate that to some extent.

Most of the changes I made are mentioned above; I also dropped divergent EC for regular quality (div being hardly sustanable without dedicated gear), and picked Galvanic Hammer to raise accuracy and damage. Dropped heavily nerfed Inspiration for Endurance charge on melee stun, that was left untouched.
Defense layers are similar to OP, except phys mitigation which is lower sadly. Damage is >2M dps (1,9 without Ngamahu, 2,8M when active), without flasks. Not much but decent with this tankiness.
