Mahuxotl's Machination - Everlasting Sacrifice does not always proc

I have "recover 4% of ES on kill" to proc Everlasting Sacrifice with the Mahuxotl's shield.
In a Blighted map with "monsters spawn 75% faster", I was exploding packs and gaining full ES all the time. But Everlasting Sacrifice buff wouldn't proc, I was not losing my ES. I also have ES leech, so I don't know if it's a bug or maybe a hidden cooldown ? Hey, I'm having the same exact bug on a different build. I'm using Doryani's Fist to gain ES on kill and after my leech reaches the full ES total it stops working and I have to wait for my leech to go away before getting the buff again.

I also tried using Demon Stitcher, ES gain on Hit jewels to overcome the problem but they do not work either, once I hit max-1 ES nothing works except waiting for my leech to stop, and once it does and my ES starts draining I can proc the buff again.

Once I removed all Leech from my tree, this problem went away. It seems to be an interaction with Leech once it gets to full that prevents any further gain of ES.

Having done a few more Ultimatums where you kill a ton of monsters in a short time without leech, I'm not confident it's totally fixed by removing my leech but it is severely reduced in severity. I occasionally still have to wait a second or two before continuing or my es will never fill all the way even as I kill more stuff.

Any updates on this? It's been over a week and there is no mention on todays patch notes about it. I've been doing a doryanis build with this shield and am still having the same issues. Sometimes the buff will proc several times in a row with no issues. Other times I just sit at full es with nothing.
