The blue text below explains why :)

You have two optional setups, one for single target and one for AoE clear when mapping. GMP is used for Mapping in this case, and you swap GMP for Hypothermia for the boss at the end of the map if your single target is low.

Keep in mind that that PoB is outdated. I'm currently working on a placeholder PoB for 3.19 that's going to account for the massive minion changes coming next league.

Leveling as the build thorugh act1-10 should be the same so I won't be changing that part. But the PoB will include a setup for when you just get into maps, early maps(late white/early yellows setup), low budget and medium budget.
Might add a high budget but not sure how I want to make it.

But I don't get the amount of blues in a weapon. As fas as I can tell the Amplification Rod has a max of 3 Sockets. Which combination to the spectre skill should I use?

Im on phone so cant chect this myself to be 100% sure but I believe this is unique called Reverberation Rod which has "socketed gems are supported by lvl10 spell echo" and in 3.19 patch notes this wand is getting also "socketed gems are supported by lvl10 controlled sestruction". Thats the reason behind this 2 skills in your screen.
Just want to check, but would the new Bitterdream not even better than the Reverberation Rod?

The only problem would be that you are not really flexible with the gem swap and most likely have to stick with Spectre, phantasms and spell echo or GMP...

My new league starter is running Bitterdream. It's better.

When running Amplification rod the sockets are:
Raise Spectre(Frost Auto-Scout Spectres) - Phantasm - Hypothermia/GNP

The item itself gives socketed spells lvl 10 Spell Echo and Controlled Destruction. Since both FAS spectres and Phantasms are spell casters they get full benefit of all those gems.

I'm changing the setup though and in 3.19 I won't be running Amp rod for my leaguestarters but the newly buffed Bitter Dream instead.

I think it's mostly done for now. The PoB contain setups for:
- Act10 - Whitemaps: Basically what you should be gearing and trying to obtain after finishing the campaign and moving into Whitemaps.
- Early Mapping: Item, skillgems and skilltree we're looking for during early mapping in White to yellow maps. This setup is very strong and should be able to clear T16 maps. Maven invitations and endgame bosses with this setup might be difficult.
- Low Budget: The lowest budget version itteration of this build with the complete endgame setup. If you get to this point, the build should be very strong. Contain some moderately expensive items.
- Medium Budget: Intermediary budget between the low budget and capped out endgame version of the build. The medium budget has some pretty expensive items in it like +2 Convoking Wands, Ashes of the Stars, endgame 12-point cluster, full Awakened Gems et.c.
- Endgame budget: Not included yet, not sure how I'll design it this league.

Will edit the frontpage of the buildguide for 3.19 and keep all relevant league information in there.

One question, why did you put Skin of The Lordes with EE in the Low Budget? I didn't see any source of fire or lightning damage, am I wrong?

Besindes that, I saw you put an double influence pinacle shield. How many chaos for a Low Budget build you're expecting to spend?

It's a misstake, the Keystone on Skin of the Lords don't matter. You just want the correct colors and a Keystone that won't brick the build.

In the coming league, only the endgame budget versions will be using EE Skin of the Lords I think. A +2 Minion Brass Dome is probably going to be the chest we want for medium budget, since low/medium budgets are using Leash of Oblation for 3 Offerings.

Only the endgame version runs Mageblood and therefore, has room for more sockets to actually use Blade Vortex to apply EE. Running 3 Offerings will be super strong next league I think, but the build is under insane socket pressure right now. Wish we could squeeze out more sockets somehow :)
