I've played this twice as SSF, so budget to start is very low... Top-tier, less so.

It will still work as the original version, but you won't be Freezing as well as self-cast, not even close. It will take a lot more gear to get to Freezing bosses as a miner now.

Currently there's 4 (smart) ways to Freeze:
Cold Damage
Convert Lightning to Cold (Call of the Brotherhood)
The Three Dragons
Expedition's End

Question, can i change my helmet once i get Expedition's End? or even change shaper of storm for another ascendancy point?

The helmet sure, but you still want Shaper of Storms or you'll barely Shock at all (it will be based on your hit damage, and that's not very high).
