Heretic's Veil gives you an inbuild Blasphemy Support and reduced reservation for socketed skills, the Bow instead allows you to stack +Lvl modifiers on the Bow allowing you to get higher level Empower and Enhance Supports in your settup. Because you dont have an inbuild reduction of reservation cost in the bow you need to use an Awakened Blasphemy support though (the reservation cost of Awakened Blasphmey goes down every 2 levels contrary to the constant reservation cost of normal Blasphemy). This means basically that the Bow version will have higher Curse Effect/Base Effect of the curses but will require higher investment to do so and makes the QoL worse until you get that higher investment.
