Just about everything that drops a Talisman at level 68+ should have an Anointment, this is NOT limited to Heist chests. Currently there's a bug which causes a bunch of Heist chests to not drop an Anointed Talisman when it should be Anointed, we're looking into this.
If anyone find a Talisman that is level 68+ and isn't Anointed AND isn't from Heist, please mention it here (preferably quoting when replying).

For me and some friends, Talismans from incubators do not drop annointed or with higher level mods.

Level 83 Delve Talisman node dropped a non-Anointed Talisman. This was about an hour after 3.12.3, before any of the later smaller patches/hotfixes.

Talisman I got from Incubator wasn't annointed either!

Just remove the corrupted modifier on talismans and let us craft annoitments. Solved. As it is, talismans are insta vendor.

Unique talismans don't drop anointed either. From a 74 temple.

Heist Safes don't drop annointed talismans. Not sure why, its super weird.
