If you crit chance is 60%, then your chance to not crit is 100% - 60% = 40%.

Because the maximum chance to get a power charge on hit would be 20% with 0% crit chance and the minimum chance would be 10% with 100% crit chance, the more power charges you get, the higher your crit chance becomes (assuming it is not already at 100%), and the closer your chance to gain another power charge on hit becomes to 10%.

You will never not have a chance to gain a power chance on hit, it just becomes slightly less likely.
