Pair them with spell echo and minion damage (if you use Spectres in a 3-link item) and you will get massive damage and clearing speed. Early on they are the best all-around option imho. How do these compare to Kitava Heralds? That's what I've been using. I'm new to spectres but once I got access to these my kill speed went up noticeably.
