Chilling Presence Cluster Notable no longer working

Chilling Presence
Nearby enemies are chilled.

This is not working at all and was before the latest patch

Ive tried respeccing out of the node and back in again.

Initially thought maybe the map mods had 'monsters cant be slowed' but no..

tried again in blood aqueducts and nearby enemies are not being chilled.

Its also not a graphical bug either - because if mobs were actually chilled they would be being frozen every 4 seconds by the this occultists Frigid Wake ascendancy.

I tested in two ways: On Mud Flats, without attacking or using skills, to test the radius. No effect is placed on enemies, it does not seem they slow down in any way, and no visible aura is on them. At any range, even immediately next to them.

I tested in PvP with a friend. They said no tooltip changes were noticed at ANY range, even immediately next to them. No aura/visible affect was placed on them, and their physical attacks and movement speed did not change. They were not running any passives or skills that prevented chill."

I got some word that the radius on it is pretty shit, so it's not too viable for non-melee. I'd like some insight on its radius from GGG if possible, otherwise I'll have to switch my playstyle quite a bit. Kind of hard to test it in-person right now if it's not working.

Hi, Heres a clip of it working previously:

It has the same range as Flesh and Stone. You can see anything entering My stand stance aura radius is being chilled in the above clip.

Thanks a ton, that'll help a lot. It seems I'll be needing to swap off of it anyway, I'm playing at range and never really considered what nearby might be in this case. Much appreciated!

everyone using the notable together with algor mortis gloves heavily relies on it to work, both offensively and defensively.

Still not working...
Not working at all, you can literally stay on top of the enemy and the chill effect is not applied, please fix thi, there are so many incredible interactions that this node allows, please fix this problem.
