Nice that you made a guide on Coc Ball Lightning herald version, I have not gone through it in detail but I have used Coc ball lightning assassin this league which I later changed to herald templar.

Here are few things that might help people squeeze out more damage:
The aps breakpoints for coc are slightly messy and need some understanding, details can found here:

(I guess 13aps is used here to achieve 1 spell cast per 2 attacks or so?)
With 0-13% CDR, your optimal attack rate is 6.06 aps.
With 14-51% CDR, your optimal attack rate is 7.56.
WIth 52%+ CDR, your optimal attack rate is 10.1.

Note: if you go over the APS bracket with the CDR u got on gear, your dps wil significantly reduce.

Also, I am not sure "dying sun" helps at bosses for BL. Multiple projectile (think) count as single cast and cannot shotgun since they might share same cooldown.

In short if min-maxed the dps could be even much higher.
