Not sure what you mean "energy charge"? Do you mean "Endurance Charge"?

Endurance charges can (I think) be gained by Totems, but Frenzy and Power charges cannot. So yeah, your totems could get Endurance charges (so some physical damage reduction and ele resistance). If your totems are dying before their "timer" or before you are placing new ones (and therefore removing the "old" ones) then yes, it would help in those circumstances.

In the PoB it shows a Watcher's Eye with both critical strike chance and penetrates fire resistances.

If you can not afford a Watcher's with both of those stats, which would you guys put as priority?
