Thread of Hope -- Unable to Allocate Other jewel Sockets (Intended?)

Thread of Hope with Medium radius highlights the other jewel sockets in the Scion starting area, yet it says "Requirements not met". Part of me believes this is intentional for balance reasons, but I hope this is a bug, as the opportunity cost isn't so severe that it should be blocked (with my limited thinking).

I think this is intentional... Since many jewel sockets "see" other jewel sockets, you would be otherwise able to link multiple Threads of Hope together jumping over long distances without any significant investment.

Case and point, put medium range Thread of Hope into the top right ascendant area (towards Harrier), use that to pickup the other two jewel sockets. Put large / very large Thread of Hopes into those and pickup all the following notables: Hired Killer, Reflexes, Constitution, Skittering Runes, Leadership, True Strike, Exceptional Performance, and Ash, Frost and Storm. So you spend like 15 skills points to get notables that would otherwise require about 45 point investment.

Similarly, the area between Ranger and Scion also has several jewel sockets that are in range of each other...

It's wrong if GGG said that was "Intended"

If GGG though that granting 2 jewel socket in this way will break the game, please don't even make that jewel exist

no one confirm it is intended or not, just reddit discussion think may be intended to exclude jewel slot. Too much hopping if it was allowed

"Jewel Socket" itself in passive tree is a "passive".
You are now not allowing to allocate your point while using that jewel.
This does not make any sense.
