Your profile / characters are private, so we can't give specific advice.
However.
When you transition to LL, you swap your shield for a Prism Guardian, which has
blood magic built in. So your 3 big aura reservations, Zealotry, Discipline, and Wrath, in my case, go in the shield and now reserve life instead of mana.
Additionally, we add clarity and precision by using a blood magic gem, in another gear slot. I'm using my gloves for this - to reserve even more of our life, leaving more mana to be used for other things.
So we are using blood magic to reserve most of our life, which is what gives us the Low Life status.

No. The progression is:
Life -> CI -> Low life
They are mutually exclusive.
Initially you'll take a bunch of life gear / nodes. When you switch to CI, you respec out of those nodes and drop life gear for ES gear. When you switch to LL, you'll need to add in chaos resistance and the tree nodes that add damage when on low life, and drop the CI node.

No, you cant be LL because 1/1 is always 100% life. Cant reserve anything with life. Why you even wanna go CI if you wanna be LL?
While you can’t reserve life, it is possible to be CI with PA active with certain item combos. Not worth it for this build though.

Not worth giving up enfeeble as an aura around the character. You also lose a pretty massive chunk of ehp from the ring.

GC and icicle can both do it without any issues. BLs problem with whatever the max block / recovery on block guy is that it hits a zillion times a second and he out regens it. Basically need to one shot him.

what is the condition to us to drop awakened lightning pen and use awakened add lightning damage?
another thing, how much Dying Sun influence in our damage after getting the helmet enchant that give ball lightning an extra projectile?

Would need an extra 40-ish% Pen from gear to switch.
Easiest way would be boot pen enchant, double pen watcher's eye and wise oak. You can fit in by dropping dying sun.
The helm enchant and dying sun do not increase single target dps (outside of the AoE increase on dying sun - which is quite powerful), but they increase clear massively. If all you care about is bossing, you dont need either - I would recommend at least one, if not both for QoL with clear though.

Is it reasonable to use either of those with just a gem switch, or are we going to need a gear switch as well?
Just for HOTGM, I'm thinking we should be able to clear it without a fully optimised GC / icicle setup.

Sorry if this has been said already, but I'm trying to figure out how to deal with mana problems. I have all auras, except I don't use aspect of the spider yet. I have 1107 total mana with 747 of that reserved (leaving 360). When I lay all 19 mines, I have 56 mana left. After I detonate the mines, it takes like 7-10 sec for the mana to come back. Depending on map mods I can get into some trouble in that time! If I add aspect of the spider, I only have 106 mana which allows me to put down about 6 mines.
Any recommendations? What should be my target for how much mana I have left after all auras are up (including aspect of the spider)?
