Hillocks increased quality of weapons

Hi,

the text of the crafting bench:
"Modify a weapon's quality to 28."

Does this imply that even if the weapon had a higher quality before it will be 28
OR
it will just add +8 to quality of a weapon?

Because i want to craft +xxstrengt/+xxquality on it... and i dont know if i can do that before...

But if I already have 36 quality on the weapon... Will it add 8 quality (44) or lower the quality to 28...?

The Hillock craft adds base quality.
Your base quality will be at 28 (up from 20) after hillock bench.

Every quality craft you add via benchcraft will be added on top of that.

So if you have a 20q sword and hillock it up to 28q and then add a benchcraft with 18q you end up with a sword with 46q in total.

You can benchcraft quality prior to hillock and still get the 46q.
