you could have bought the points to buy the on sale item - then when the packs are released you can upgrade and only pay the difference

Unless they changed things, points purchased before a pack is released don't count towards the upgrade cost after new pack release. Unless they stated otherwise with current packs coming to an end soon etc.

If in doubt check with support, they've always been friendly and helpful with me in the past when wanting to buy upgrades with steam wallet.
