everything blurs while moving

I FIXED IT!

I encountered the same issue that many others have mentioned, initially thinking it was limited to POE 2. However, I later noticed the problem occurred with other applications as well — whenever I moved them around, the text would become blurry. After investigating my monitor settings, I discovered that the refresh rate was set to 60Hz instead of 180Hz. Once I switched it to 180Hz, the issue was resolved.
