Ones highlighted in red never move IMO. You always want rank 3 on them too before doing safehouse.

I think Rin in intervention may be a bit overrated - if this is for doing them in maps anyways. In both fort and transportation she gives tier appropriate maps - likely as many as you'd get from a carto scarab if not more.
