It procs the first element it comes in contact with which with the enchant, apparently procs the skill gems in your wand first before our other spells.

Frost bomb is there for the debuff and the cold element portion doesn't apply until AFTER it explodes. This is why some opt to put in Increased Duration alongside Storm Brand.

Therefore, it doesn't matter which way it goes, Storm Brand will be the first to proc, giving your mob +resist on lightning but negative resist on everything else.

HOWEVER, as someone pointed out before, the REAL use of EE is supposed to strictly be for bosses because really that's the only time we need it.

Quite frankly I DID enjoy ZiggyD's alternative of using Malichai's Artifice and sticking in Storm Brand there, except I've gotten lazy so I was just like fuck it. What that ring does is it only procs EE on the spell you put into that ring socket.

ALSO.

I've been tweaking some of this build, sitting at around 700k dps now, but also I'm a huge huge huge believer that a lot of your survivability comes from QoL stuff so I played with the idea of having Fenumus Spinnerets which allows you to have an additional stack of Aspect on mobs. That extra bit of debuff added makes it so that your boss sits on top of your Vortex and Cold Snap while you kite around with ease. IF you want to take it one step further, slap on Temporal Chains and the Fenumus Shroud (though the lack of DPS cause a pretty hefty hit to your eHP)

Will try tonight, but this is probably my favourite part of the game.

Huge huge huge kudos to the author for providing the community with such an in depth build which allows us to pick apart and share thoughts!

Maybe someone can craft it for me?

That said, you get reflected dmg only from initial hit, dmg over time actually doesnt reflect as far as i have seen, so low % reflect is actually doable(-ish), if you are super careful... The more tergets are hit with initial Vortex hit the bigger chance you gonna be one shot, so stuff like 1 boss is very doable if reflect % isnt super high, but large mobs packs are very tricky and dangerous and basically not worth it.

Done a few maps like that, but i sure DONT RECOMMEND it :D Did them only to get the map done for atlas.... Against bosses its super ok, since initial hit that gets reflect is only against 1 target so you get reflect just from 1 target and its sustainable.

I believe it's a syndicate mod, so it's down to luck, but you can pay someone to craft it for you.

so you always have fire damage on ALL your spell.

don't know if EE work fine with it or not ?
