is it possible freeze effect does exist, it's just there are no cases where it matters? as ProHacker mentioned

Since freeze is a 100% slow and the only only modifiers are "cannot be fully slowed" or "cannot be slowed" or "immune to freeze" which hard caps slow to 30% or straight up immunity to effects of freeze and there are no explicit x% reduced effect of freeze/slow...
@DER_PSYCHOPATH many things are uncomplete in the wiki, this topic is one of them. Hence the reason why i'm trying to get a clear answer to that.

in Patch 3.1:

"The following unique monsters are no longer Immune to Freeze, and instead have a minimum action speed that they will be set to if they are frozen: The Shaper, Guardian of the Chimera, Guardian of the Minotaur, Guardian of the Hydra, Guardian of the Phoenix, Vision of Justice, The Goddess, Argus, Abaxoth, the End of All That Is, Haast, Unrelenting Frost, Atziri, Queen of the Vaal, Vessel of the Vaal, Atziri's Devoted, K'aj A'alai, K'aj Y'ara'az, K'aj Q'ura, A'alai, Y'ara'az, Q'ura, Tormented Temptress."

So the question is: does freeze effect alter the minimum action speed?
No, it does not. Pretty sure that is related to the Kaom's Roots / Unstoppable issue. Freeze does not affect base action speed, afaik.
