If you get your resistances capped at 75% and sitting at around 100% over-capped, then you are totally fine. If you ever can get some extra resistance over 75% than that is just quality of life. Reason being is because you will be able to handle elemental weakness and lower resistance map mods. Once you get your resists capped, keep going for life and crit mods to boost your DPS. Any flat damage is also good for the build.
I built this build back in Delve (3.4) so there were no syndicate members at the time. They are definitely a bit of a problem this league, but I think a lot of people struggle with them in general. Some people even straight up ignore them. I haven't used this build against the syndicate members so I can't give any specific tips to change on the build. Just making sure you deal enough damage and having a lot of life should cover most of these problems though.
Rather than the build, I think you should also think about how you are progressing your syndicate members in general. Look at what items they have, try to keep them low levels and whatnot so they are not as dangerous. Just some basic tips, really.
As for the bleed, you can easily get it on one of your utility flasks. I personally never had any real problems dealing with bleed so I didn't use it for my main flask setup. Just getting it on your flask setup should be good enough to get you by.

You are actually looking at your regular attack speed. What you want to do is click on your Flicker Strike icon. The picture you posted has your Normal Attack highlighted. You should be about 7 APS and I'm just guessing based off of your Normal Attack speed.
That guide is also really outdated. I wouldn't follow it if I were you. The game has really changed and their flicker setup is really outdated now.
I would suggest you use Path Of Building to pull your character up so you can really see all of the stats, skills, items and the like all in one go. It will make planning and theorizing items a lot easier than going out and buying items before know how much it will benefit your build.

It honestly isn't too bad. What I do is replace one of my flasks for a life flask and switch my minor god to Ryslatha so I have more survivability since the fight does take a big longer.
I would recommend swapping out your Melee Splash Support gem for Ruthless of whatever other DPS gem you are using depending on your setup.
With Ryslatha as your minor god, you will find that the 3 charges gained does wonders for you and allows you to keep your life in check for the duration of the fight.

Hey not sure if you're still looking at this, but I recently purchased all the gear for this and wanted to try it out. I'm currently having some survivability and single target damage issues. Here's what I'm rocking. I had to go the cheap Aul's version but you never mentioned if you still run hatred somewhere.
