I have a Tabula Rasa, which have 6 links, which should I put in Toxic Rain setup for AOEs, or Caustic Arrows for single targets first?

but i do have some questions..

1) What's the point of Quill Rain? as in, what makes it the best choice? is it the attack speed increase? i have a 6L +2 gem lvl bow
2) How do you make immortal call work? we don't have anything to get endurace charges...
3) What makes herald of agony not that great?

I can't speak for the author of the guide, but I've been playing this build a lot and might have some useful insights.

1) This build heavily relies on the chaos damage from Caustic Arrow and Toxic Rain, which the attack and projectile speed of Quill Rain contribute tremendously to. I haven't tried using any other bows but I imagine it would feel quite sluggish by comparison.
2) Immortal Call will trigger without Endurance charges - charges will only increase the duration of Immortal Call's effect. It effectively operates as a very brief window in the event that you start taking huge physical damage.
3) I'm still too new to PoE to know the exact reasons, but the main reason Herald of Agony doesn't seem viable for this build is that it reserves 25% mana. With lvl 15 Clarity and lvl 15 Grace, 763 of my 1098 mana is reserved, leaving 335. With HoA, this drops to less than 100 mana. Playing this build, I never have mana issues unless I am spamming attacks and not hitting or killing anything. I think if my mana pool were any smaller, I'd constantly be mana starved. I use Vaal Clarity for big single targets; at level 15 linked to level 19 Increased duration (in the same linkage as my IC/CWDT) it gives me 15.79 seconds of 0-mana spell casting.

I have noticed that my intelligence seems to be lacking when comparing to OP's gear setup - I'm curious to know how they are addressing the INT requirement. I leveled using a Hyrri's Bite with +25 int and won't be able to swap it out until I find/craft a good quiver with about this much int, or another good piece of gear with a good int roll (my helmet also has 22 int and I'm just hardly able to use my lvl 15 blue gems).
How would you lvl up the skill gems do I lvl all them up to 20 or is there specific gem(s) that need to be lvled to the point? Anyway, your build is great, and enjoying it immensely!

Nevermind I found the infos in the gears section that included the gems in sockets, I will use that as reference, again thanks for the great build!
I guess it's bullshit this build can do the big bosses.
