Nothing changed. And it is HC viable.

lvl 12-28 can use storm brand. After that nothing particular, put the links in and go. Gear with -flat mana cost is very nice for starters. Dark seer scepter is god for the beginning too.

Could you type flameblast links in order of importance? I can use ignite proliferation gem and didn't complete cruel lab yet (no Beacon of Ruin). Thanks in advance.

FB - Ignite Prolif(until u get Beacon of Ruin, then remove it) - Combustion - Deadly Ailments - Burning Dmg - Unbound Ailments - Immolate.

If u want more Dmg (about 10%) instead of utility, replace Unblund Ailments with Swift Affliction.

Probably would swap unbound ailments with infused channeling. Rest keep the same.
