With Cyclone it meant that every third start of a cyclone got the Ruthless buff. So you could make two 1' Cyclones without it, then clear a room with it active. Obviously a 100% More multiplier from one gem is kind of crazy.

That's totally wrong since Cyclone is not a channeled skill, every time you spend mana on Cyclone represent an independent cast. So no "snap-shot" of Ruthless like Blade Flurry for cyclone.
This nerf make 0 sense and logic, just to create "random special rule/exception" to annoy Physical Cyclone user, as we're already lacking a good support gem for 6 Links.

Ngamahu's version of Cyclone was the most popular one, yet this change have 0 impact for them since they don't use Ruthless.
