" Rarity can help to limit something that is powerful, but not over the top. It will ultimately just mean it is costly if you want to use it, so there is a question of value versus what else you could get for a similar cost. If it is broken overpowered then I completely agree, rarity is not the answer. |

" Balance by rarity is and always will be extremely dumb. It just means that the top end of players get stronger, that is the only effect it ever has. It increases the power spread between the top-end player and the average (or median) player. Which makes balancing anything in the end-game harder, because you either balance it for the top tier, making it impossible for everyone else (bad for the vast majority of the player base) or you balance it for the "normal" player and make the endgame super easy and boring for the top end. The item is a 220 pdps wand (at level 90) with a built-in level 4 empower (level 5 at level 100) that also casts a socketed spell every time you attack. And it is likely not even well rolled, the attack speed will probably go up to 15% or at least 12%. While the pdps isn't all that strong, it is pretty good and casting socketed spells on attack.... well. You can get your spells to level 28 with this item and auto-cast them. Level 28 spells do about twice as much damage than level 21 spells. It's like a better Cospri's with slightly worse attack speed, but it is also ranged, and can trigger any skill rather than just cold. EDIT: It is like Cospri's with a ~36% more damage multiplier from the +3 to level of socketed gems. Remove Horticrafting station storage limit. " No. As the Dev said: Having identical spells on each weapon puts each of them on a communal cooldown. If you had cast on crit frost bolt in your chest that would have its own cooldown. For the best performance out of this thing (that 99.8% of players will never glimpse) you need 4 to 6 distinct individual spells. Frost bolt, ice nova, freezing pulse, vortex, cold snap, ice spear (for example, in keeping with your cold theme). But for truly best performance you would want each feather fully linked, then have 2 spells each supported by spell echo. Patch Notes 3.15:
Fixed a bug where players believed the game was playable. This has been corrected and made retroactive. Patch Notes 3.19: Fixed a bug where players adapted to 3.15. This bug cannot be corrected, so we have implemented a 90% reduction in item access as a punishment. |

My thought when I read this was to take Bladefall in the wand and since the wand is phsyical. I would assume I would be already scaling physical and unless i'm converting bladefall seemed like a great option. Especially with bleed/poison shenanigans.
The other thought I had was glacial cascade in the wand with ele conversion KB. for aoe clear. It could solve some single target problems at least in yellow/early red maps. Great unique and it will be super fun to mess around with. :) |

Pretty sure Spell Echo won't work (it doesn't work on trigger gems either).
A good option could be Frostbolt + Magma Orb + GPM in one (for area clear) and Vortex + Blade Vortex + Glacial Cascade in the other (for single target). Pretty sure that would be a pretty strong setup. Using support gems (other than GMP for area clear) only makes sense if they give at least 35% or so more damage, otherwise a third skill will be better. If you have on-hit effects (like power charges from Voll's Protector), more spells might be better in any case (get lots of crit from the spells in one, use Discharge in the other). I expect this item to be in the 20-50ex+ regime. The guess that this will be the elder version of Starforge is very realistic IMHO. Remove Horticrafting station storage limit.

" I was speaking more generally about using rarity of drops, rather than specifically for this item. Of course rarity of a drop plays into how nice the item is. If something is T1 rarity, I expect it to be balanced for end game....not overpowered and crush all. If it is overpowered then it should be balanced; regardless of how rare the drop is. If everything dropped with equal chance, then it wouldn't be very special since everything would be equally accessible. |
