town scroll and scroll of wisdom are too expensive.

Here's some mathematics.

Let's start with basic values:

5 white items => 1 scroll of wisdom
20 unidentified blue items or ~7 unidentified gold items => 1 orb of transmutation => 4 scrolls of wisdom
20 identified blue items or ~7 identified gold items => 1 orb of alteration => 4 scrolls of wisdom
3 scrolls of wisdom <=> 1 portal scroll

First of all, that means a blue magic item is worth a white item! (20 white/blue gives 4 scrolls of wisdom).

Now let complicated our calculus with the inventory slots

The inventory is a bag of 5*12 inv_slots. That means if you manage to fill your inventory with 6 shield/helmet/shoes and 6 armor/weapons you will get less than a portal scroll! (2.4 scrolls of wisdom in fact)

If by any chance you manage to fill your inventory with 1x3inv_slot wands and 2x2inv_slot items, that gives you 18items and thus 3.6 scroll of wisdom (= 1.2 portal scroll).

I think town scroll and scroll of wisdom "prices" need to be lower.

Most new players seem to run into this issue.

You just need to be more selective in what you consider worth picking up or hauling to town for selling. Whites that are R-G-B linked or can be useful for your crafting attempts are worth inventory space. Blues that are R-G-B linked or might be an upgrade are worth identifying and usually hauling back to sell so you get some return on using your wisdom scrolls. Definitely grab all the rares.

Now you shouldn't have any trouble with scrolls.
It's fine unless you want to id every blue item you find. If you just ID any items you might need and don't overuse town portal you'll usually have enough with just the scolls that drop, you don't even need to sell white items or transmutations, even in early game. Now once you get to end game with some MF gear they will start dropping all the time, and with a portal gem you can sell all portal scrolls for ID scrolls as well. I have well over 1000 ID scrolls sitting in my stash that I can't use or sell, and I just keep getting more.

TL;DR stop trying to ID and sell every blue you find and it's fine.

Also keep in mind that purchasing orbs/scrolls from vendors is done at an inflated price to encourage player-to-player trading. The vendors only offer them so you can grab them in a hurry if you really want them. We shouldn't use these prices as baselines for comparative values.

Please stop doing mathematics on vendors offers, items have no given value. Vendors are just like players, they try to get the best value of their items, selling them at a price only people in great need who pay. It's a basic trading principle...

Depends. I think 2 scouring for a regret is perfectly fine.
Disregard witches, aquire currency.
if you can find an orb of alchemy, scouring, chaos or regret, you can get enough scrolls to last you until you stop id'ing every blues.
