89% fire resist, and RF burns for 90% of HP, so the damage taken is 9.9% of HP. The 5% reduction applyed to 9.9% of HP means we only get 9.405% of HP (the reduction is 0.495% of HP). So in the end acts more or less like a 0.5% life regen.
On a map with -max resist the effect is bigger. Let's say is a map with -16% max resist, so the fire resist is 73%. The damage taken is 27%*0.9 = 24.3% of HP. Reduction of 5% from that will be 24.3*0.05% = 1.215%, the damage tahen being 23.085% of HP. So it acts like a 1.35% life regen in this case.

You can activate RF around 30lvl(I've activated a bit later - i was poor).
2x Kikazaru Topaz Ring, Springleaf shield, Purity of Fire, Vitality + all posible nodes in tree + ascendancy. You can also use Shaper's Seed amulet but I used other rare since I needed some extra dex/int.
Game is full of shit unique items that can be used till you get the finaly BiS for everything.
Put the gloves, blood dance, shaper seed and you got 5.5% life regen with some cheap cheap items.
Can't get Rise of the Phoenix at the league start? Vitality since lvl 24 so add 0.7% to life regen (will be 1% in no time).
Get Purity of Fire, put it in Nycta and you got +2 lvl. Springleaf is a noob shield with 3% life regen and another 3% if you drop life under 35%.
Kikazaru rings gives 1 HP /level so at level 20 they give 20 HP regen. If you manage to have 1000 life at lvl 20 then is 2% regen. And you can put 2 rings. Then is Ambu's Charge armour and Immortal Flesh belt. Just to name only trash items.
People say that RF can't be used to level with because RotP is lvl 65. But they don't try to think outside of the box. There are so many variations you can do and stay alive at lower levels.
And btw, in normal and cruel mobs are just melted away by RF even if your life is low. Symple thing, their life is also very low.
Is quickest way to level? No way. There are better build to level fast. But for me is the most comfortable way. I can play and watch TV in same time.

The tree is up to date, we have more killing power now than in 2.6., end of story. When I will be back from hollyday I will kill shaper again and will record it, just to see you can do it in 3.0 like I did it before in 2.6.

I believe you about the power of this build, will focus on it later, it's a lil bit hard to level for a starter.
I tested both Arakaali and Aberath. They do counter RF's degen on us, but the effects are minimal.
In order to be noticeable I changed gear until I was just barely losing HP. Changing to Arakaali stopped the degen completely.
Removing Arakaali I tested with Aberath, and again the very slight degen I had was stopped.
Both together are still a nice %regen boost for all intents and purposes since they are blocking RF's degen similar to Purity of Fire, and it works all the time instead of the special niche each god has.
