34% cc isn't a problem since the best dps per life outcome would be with +1.5% crit chance rare chest. you get almost capped cc while using such chest, so having 34cc or 38cc doesn't matter much. the dps difference is below 1% between 34 and 38. however, since i'm obessive compulsive in nature i'd like to see 16% attack speed to have crafted on it and probably you'd like to increase the fee after that point. since it's in long future gonna stay as 1# DPS wand, making it completely perfect makes sense to me.
