Just an observation, not complaining

being able to get legacy uniques kinda seems similar to Diablo 3 "ancient" legendaries

In D3:

you can get a legendary drop
but if you're lucky, it can be a ancient legendary (same item but with better stats)
but if you're extremely lucky, it can be a primal ancient legendary (same item but with even better stats)

In PoE:

you can get a unique drop
but if you're extremely lucky, you can get a map that gets you a treasure that gives you a legacy unique (generally it's the same item but better with different stats)

This league seems to clash with Zana's crafting, if I understands correctly:

with Zana, you pay to run a map with a league mod, not all past leagues are available

with legacy, you find league mods as items, run main game areas with them, you can combine up to 3 at a time, they have limited uses, all past leagues are available

so, if people seek a specific item from a league, they'll just run the same area (probably dry lake) over and over?

because if the leaguestones work on maps as well, there would be no reason to pay and craft a league mod on a map

guess we'll have to wait for more info
