There would be 13 states with 6 votes, 6 states with 5 votes and 31 states with 4 votes. That would leave 232 in the general election California's say in the presidency would be reduced to .026% instead of 10.22% (6 out of 232, vs 55 out of 538) Trump would have received 145 votes and Hillary only 87 So instead of losing by ~34% (304/227), Hillary would have lost by 67% (145/87) Again, this is if I'm understanding your system correctly, which I could be completely off. " That is NOT the Bundestag, our parliament. The government is formed within the Bundestag. Laws from the parliament have to pass the Bundesrat(representation of the single states) though. The representation of the states has nothing to do with the election of a chancellor, which is the most powerful position here. He's just moving goalposts. First there were no illegal votes. Then there were a handful of solitary cases. Now there are a couple of thousand but they weren't all for Hillary. He'll get there :)
