No it isn't, it is useful for tanking on T16s primarily.
The boots enchant is enough most of the time, and you can use Warlord's Mark on strong bosses if needed.

Edit : I'm selling my old amulet, helmet, shield and chest btw (on standard).

I using shield charge trister skill and tree to test around cyclone

Maybe I swap sky forth over
I use shield charge and it kind of laggy and rush

Will test more for fun

At least 80% of the dps is coming from the ignite due to how vortex works. The other option is using the 3 dragons golden mask if you can afford to lose that much es, or Hrimburn gloves but the elemental equilibrium would be compromised.
With cold damage only this build is worthless as the damage/cost ratio would be terrible.

Either use 2 pyre rings and get added lightning on the weapon/gloves or use the three dragons mask with maybe high es boots instead of skyforth if you lack es.

but 2 pyre just converts 80% of cold to fire dmg. what about rest 20%?
