I'm like to attempt Shaper and all T16 bosses. Could someone tell me if my gear/tooltip is good enough? I downed Phoenix on my first try, but I'm not sure if I can do Chimera yet. I also got rekt on a temp. chains + enfeeble Vaal Temple map.
Never do Temp Chains or Shocked ground on hard maps imo. Damage reductions like Enfeeble are usually fine but damage increases are a bad idea, especially on Guardians. I think you'll be fine on Chimera if you don't run hard mods. If you need help watch some videos. I beat him at least 4 times using Binos on this build. You might be able to get away with using Conc Effect and soaking most of his attacks if your leech is good enough. Considering your build differs substantially from Lifting's the only suggestion I can give you is to run Fortify and Faster Attacks on your Shield Charge. Fortify will definitely help with Chimera.
Shaper is harder and less forgiving than the Guardians mechanically. It's going to take some practice and skill to get him down much like Uber Atziri. However, if your damage is low then it probably isn't going to happen. If you can't handle Shaper then you should try on an Abyssus. If all else fails you could try respecing as dual Scourge. It took me around 3-4 attempts to get him down myself and I still have some trouble with his third phase.

Cool, thanks for the advice! I'll try out fortify, etc. I guess I'll gather currency to buy Shaper sets since I'll fail.

Thanks again for the advice! I downed all the guardians. Minotaur was deathless, Hydra and Chimera were 1 death each. I cheesed Chimera though by running out of the arena (maybe it was a bug, but I was able to just walk out of the arena) when I needed my ES to recharge during his cloud phase. I was able to facetank Chimera with my leech though if it wasn't his clouds phase. Hydra wasn't so bad since she telegraphs her attacks. I found the movespeed to be VERY helpful in dodging the cold balls.
I'll try Shaper and Uber Atziri maybe when I hit 96 or something.

I read almost all the 40 pages but people still come with mixed results.
I changed to this build from my Ancestral Warchief to have a more "playable" build and still can kill end game Bosses.
Does this build works without every little detail on gear = $$$$$ ??? My idea is to start red maps with this build and work up to Shaper
Can I get this build working as a relatively new player with knowledge?
I don't want to get to 80 again and can't kill stuff :D

You can easily respec this build into dual Scourge for less than 1ex if you want a broken build that can do all content faster, easier, and cheaper. I'm currently playing dual HOWA and it's slightly worse than Scourge in my eyes.

Did you do this build with Bino's or a good rare dagger? I just recently switched to dual scourge and I think the rare dagger version with life leech from items/tree (so we don't have to run warlord's) is superior to dual scourge. It's like 20 ex more expensive though.
