In my experience the Wither Totem provides you with much more damage. However, if you want to use the Warchief totem then that's perfectly fine. You can get more STR on jewels to help you reach the cap.

Why Rive? I guess so not to rely on Voidheart and Noxious Strike for guaranteed bleed on hit? Rive actually doesn't seem like a bad alternative, though not sure how that compares in DPS compared to 2 Scourges along with a Voidheart.

I personally would not use the Rive claw in that setup as it will reduce your damage by quite a bit (you can test this out). Either go dual wield scourge or scourge/shield.

Your gear is pretty good for the budget Version , and maybe you think its low, but the Budget version average dmg tooltip is usually between 3k and 4k i would say. What you could do is switch the goldring for a Diamond ring similar to the one you are wearing with chaos addition and % dmg .

Yout tree looks good, but you are missing a jewel socket ,

i actually dont know why you use a bismuth flask , probably because you are not completely capped. But if you cover freeze with kiara and bleed with a mana flask, i would take a onslaught flask or basalt flask instead of bismuth , and if you want to further improve your dmg , get a witchfire with at least 65%dot and a lions roar would also help cuz itll automaticly raise your chaos dmg from shadows and dust.

With little changes you should reach 4mil dps .

Yes, for both the budget version and the Scourge version EfW goes next to melding point to convert to ES . But only if you need the ES , if you feel safe with your current lvl of ES you can aswell use that socket for a dmg / as jewel

Your gear itself is pretty good, the Rares are top notch, tho your gems are first missing quality and some arent even 20 which is crucial and second , if you transfer from spectral throw to BF you need to change the colours of your shavs . So atleast 2/2/2 or the 2.6 version 3g/2r/1b . Then again i dont know how Melee dmg on full life will work with your setup , but it shouldnt be a problem.

What you drop is crit strikes and multi gem and get void manipulation and Melee dmg on full life gem.

-> Note: Using an Shavs will actually grand you overall more DMG than the CI version , however using a Shavs + Abyssus and then missing out on the 3 es% notes behind CI will make you extremly squishy .

So best would be Get a vaal regalia with 750-800es for the beginning , try colouring it 2/2/2 shouldnt be a problem but to achieve best get the 2.6 colours 3g/2r/1

Edit: Yeah you dont do more DMG with shavs , when you Bloodmagic some auras melee dmg on full life wont
work. So for shavs i suggest 3g 1r 2b and then use a added chaos dmg or crit multi gem/strike
chance gem instead. need to test it on path of building what gives you more dmg .

melee damage on full life does nothing on low life, just the q on the gem is working afaik
