" Well Tornado Shot and Blast Rain technically are like that as well (random arrows from Tornado Shot do offscreen... but hardly hit what they should^^), a lot of things have to be cast on the screen, so having a screen wide melee skill is as close to ranged as you get. Just for fun, try using Carcass Jack, 2 Divinarious and put it in the Helmet of a Hierophant (or use it with Slayer^^). I guess you can offscreen with it, but since it is a mostly targetted skill (it's behavior is a bit unusual), I'm not sure if you can actually offscreen. |

I tested a bit right now, and yes you can offscreen :P
The targetting I thought was odd was due to my low level Shadow using Concentrated Effect, which means the circle inside which you search for targets is small, so it seemed as if it needs more targetting, but if you go all out on area and my RF-Totem build has all the Area nodes there are you can offscreen :P |

Just imagine it would be "Chance to make sarcastic remark" instead, I would totally use it on every character :P Your character will permanently annoy you with helpful advice like "Shouldn't you have me equipped with a better weapon by now."
