Powerful Precision's 100% pierce chance only works in a 10 unit distance(which is pretty point-blanky) from where the proj was shot; after that it starts decreasing its chance.
for you to get 100% pierce on the secondary projs you'd need to be in point blank distance.

Fork > Chain > Pierce
In the case of Tornado Shot, which intial arrow has 100% chance to pierce, it completely ignores the Fork and Chain (this is because piercing projectiles cannot Fork or Chain with 100% Chance to Pierce).
Tornado Shot Initial Shot Pierces (no fork or chain on the initial arrow) > Secondary Explosion > Fork > Chain > Pierce.
You do not want Pierce Chance at all when using this bow, because it gives it to you FOR FREE after projectiles have Chained.
I dont know why they dont get this, its the last time im going to explain it lol
i use 100% pierce to get 100% bleed on siege balista totem and not care about fork nor chain.
any chain gem or fork gem will kill the bow if one goes for bleed because both of those will double dip the less dmg, first on the shot then on the bleed itself. so gl having useless bleeds.
you go pierce for bleed, fork for crit and chain(gem) for ... nothing.

Also how will this Build work against Single target?! Because there will be no additional daage from Chain/Fork which can return projectile back to target!
Example: TS+GMP, you hit Enemy with 1 of initial arrows, after they explode max of 5 arrows (1 from each exploded initial arrows) will hit target, after that they will Fork!
The same standard damage as TS+GMP now!
This BOW gives us huge clear speed against packs, but there are already many of such, so you need concentrate on Single targets!
Bleed effect with knockback also usefull, but we already can get that with Deadeye ascendancy!

Maybe, but the 100% chance to crit stay on Pierce for last Pierce.
Maybe the Rapture or Endless Munitioonwould be better for that, thats need to be testet, if one need more Crit Chance..

well for TS, ziggy'd had a video made a while ago and said that more than 1 of those 3 secondary proj of a single TS can hit the same target if you aim right and get lucky but other than that you're correct in that it doesn't do much for singe target.
Edit: if you scale the phys/bleed you could always use puncture trap for single target. it's a classic.

Woke up 30 mins ago, driking my coffe right now while checking the news and it's already a good day! ;o) I will grab this bow no matter what. People were whining about reach being too strong and this is GGG's answer - a solid "Fuck off you whining bitches"! Plus this is a really great item for a tier 16 endgame boss (not like the other 3 pieces of junk). My split arrow deadeye already has a wet spot between her legs - bowgasm incomming again!
